I was unable to find the RFP and responses leading to these rates as well as the hourly rate for on location work.   Conducting a quick review of GSA rates (which a local government could easily leverage)  yeilds the cost of these test to less than 50% of those listed and the rate per hour on averge of $10 less per hour.  IT shows there is a signficant cost savings, including the cost of contracting, to rebid this effort.    If I could have inersted a copy of those services - I wouldhave done so - but here is just one of the over 20 options I found in a simple search.  https://www.gsaadvantage.gov/ref_text/GS10F0455N/GS10F0455N_online.htm and
