Real engineering is more valuable than CEUs. Also, undue burden on international WATSAN workers.
 

Having worked as a US Public Health Service Engineering Officer, I attended over 100 CEUs annually and always found that CEUs not only kept me from performing valuable and learning intensive engineering work, but were quantifiable less valuable than 1/5th of the equivalent time performing engineering work through normal duties.  In addition, many individuals like myself work internationally year round in the WATSAN field and do not have access to qualifiable CEUs, but nevertheless are performing true and real engineering work that is among the most multi-discipline and demanding.  These WATSAN  engineers, while living overseas, keep their home of record in and their PE in Virginia.
