Please open up pathways for all Virginians to have, or have access to, solar power.  We are miles behind the rest of the world in rooftop, community and utility-scale PV solar generation.  As the climate reaches its tipping point, we should no longer be forced to purchase more expensive fossil-fuel generated electricity.  (Our rates stink as much as our emissions!)  Solar is cheap and reliable power.  Let's stop dragging our feet.
