If Virginia wants to get left behind, cutting emissions is the way to go. There is no walls between Virginia and the other states. Therefore you are wasting your time and costing jobs for the citizens of this state. Good luck with that. If you want to turn this state into a liberal nanny state you will continue to have more people moving out then moving in.
