The proposed change is a totally ridiculous idea.  Voting, like driving a car, is a PRIVILEGE not a right, and should be ONLY for U.S. citizens in good legal standing, per the constitutions of the United States and the Commonwealth of Virginia.  The questions should remain mandatory and not become optional.
