Owner  consent for licensed supervision of unlicensed students is consistent with a basic fair business  model for the delivery of medical services and  would bring veterinary practice in Virginia toward a national standard.   The purpose of licensure is to improve quality of care. Practicing without licensure is misleading to the customer and inconsistent with  honesty in advertising  and undermines public trust.
