Has there not been enough "red tape" plastered throughout our legislation as there is?  These unnecessary regulations will not only deter private practices from hosting externs, but it will also, in turn, lead to the decline of adequate patient care given as the future Technicians and Veterinarians will lack the hands on skill required.  You can only learn so much in an ivory tower.
