I oppose this change. By passing the "Owner notification and consent for student practice on animals" petition, the state would be hindering the ability of students of the veterinary sciences to learn their craft. Veterinary students, externs, and preceptees are supervised whenever they are in contact with animal patients. If the clients were to deny students, externs, or preceptees the ability to work with the animals, it would limit the amount of hands on practical application they are able to get while training to be veterinary practitioners. Furthermore, the denial of adequate hands on training will reduce the effectiveness of the next generation of veterinary practitioners. Finally, the added paperwork and administrative steps will be costly and time consuming for veterinary practices which will result in reduced quality of care and higher costs for the client. This strain on the practices may result in veterinary practices denying students, externs, or preceptees the opportunity to work at the clinics.
