People should be able to use an expired Driver's License or other expired forms of  ID.  The purpose of an ID is to identiry you as the person you say you are.  Having an ID that has expired does not change your identification..  Although free IDs will be issued, for some elderly people, this will present a hardship since often they do not drive and will have to depend upon someone else to get them to the place where the free IDs are issued..
