1 VAC 20-20-50, "Fee for nonattendance at annual training," imposes a nonattendance fee on people who (1) register to attend the annual training, and (2) do not show up at the training, if they did not cancel their attendance "within three business days of the event." It should be worded "no later than the third business day before the event." Current wording requires people to wait until the three-day window before the event, and I don't think that was the intent of the regulation.
