Please do not adopt the propsed changes

Enabling all students, regardless of family wealth, to reach their full potential means providing for those with exceptional intelligence but unexceptional means. Virginia's commitment to excellence in education is threatened by the proposed changes to the gifted regulations, since leaving funding decisions to the local BOE puts gifted education programs unnecessarily at risk.

Therefore, I ask the following:
1. that each local school division continue to submit to the Department of Education for approval a plan, developed on a 5-year basis, for the education of gifted students to ensure that the regulations are being followed.

2. that state funds administered by the DOE for the education of gifted students  be used only to support those activities identified in the school division's plan as approved by the Board of Education
