Reject this effort to localize decision-making (budget and funding) around the gifted programs.  In this case, localization will unfortunately lead to more regression to the mean in our school systems where justifiably fatigued school administration and local officials will take the easy way out and focus on the masses while sacrificing the needs/opportunities of special needs kids.  Special needs / special opportunities applies to both ends of the spectrum.  The system is working very well now.  Flexibility makes sense but this proposal (if approved) will result in a systematic reduction in programs and funding.
