I support the changes recommended by the VAG.  They are well thought-out and cover the points I had concerns about. 

Of particular concern is the idea that if services were offered in any specific academic aptitude area (math, science, social studies, English/language arts) that services must be offered in ALL of these areas.  While this would be great, it is an unfunded mandate to gifted programs which would likely result in deleting the one or two specific aptitude services which currently exist.
