Reasons for opposing new regulations
 

I am opposed to the proposed changes in gifted regulations for the followng reasons:

1. The proposed revision in gifted plans from five-year to annual is inefficient and lacking in sound educational principle. Reasonable goals for improvement cannot be implemented on a yearly basis.

2. 8VAC20-40-70, which repeals regulatory language protecting funds for gifted services. Virginia has worked hard to ensure that gifted students receive the necessary services to allow them to be challenged and grow academically. It would be extremely unfortunate if we were to move backwards in this area.

3. 8VAC20-40-60, which eliminates DOE approval of gifted plans, placing responsibility in the hands of local boards. The expertise provided by the DOE is critical in the maintenance of high standards in gifted education.

Virginia is fortunate to have some of the most noteworthy leaders in gifted education in the nation. How sad that our state has not utilized their expertise in determining policies related to the gifted.
