Proposed Regulations call for an annual Local Plan for Gifted Education.  The current regulations call for a 5 year plan.  I feel this 5 year plan allows for implementation of long-term goals and allows for changes and evaluation.

The proposed plan requires only local school board approval of local plan.  If DOE also approves this plan it will insure compliance to identification requirements and programmiong across Va.

I would also advocate putting back the gifted funding segment which states that funding  administered by DOE for education of gifted students be used only to support activities identified by the school division's plan, approved by the Board of Education.
