I have been teaching in Virginia for 32 years.  I have seen many types of gifted programs. Over the years we have made great strides in the identification of gifted children.  The 5 year plan in my county is great and allows our program to be regulated and monitored often.  Please Do not adopt the proposed regulations!  Doing this would be a step back in time.  Our students need more from us, not less.
