Requirements for tests on pregnant women should be based on medical necessity only, not politics.  It is not good public policy to force wasteful payment for mecically unnecessary procedures.  It is particularly against sane public policy to foist the burden of paying for unnecessary procedures for poor women on aleady overburdened non-profit organizations. TRAP should not be promulgated as written.
