The title of this regulations says it all.  This legislation would TRAP women in a merry-go-round of health care versus availability.  There is little or no reason to regulate clinics the perform abortions.  There have been no deaths due to sepsis obtained from unsanitary in the clinical conditions today.  This was NOT the case of the back alley abortions that were the desperate only alternatives before Roe vs Wade.  I have a friend who had one of those abortions in 1970 and was sterile thereafter.  This should not be the alternative to women because the clinic nearby has had to close due to the restrictive regulations that the MEN in the legislature think will stop abortions. It didn't before Roe and won't with this puritanistic stumbling block.
