Please do NOT adopt these proposed regulations as written; instead adopt the regulations proposed by the Virginia Association of the Gifted.  Virginia has worked hard to promote high standards for our gifted programs in order to support our gifted students, parents and the teachers who work with them.  Let's continue to move forward in gifted education.
