Thank you for taking comments on this issue. The Department of Corrections sees the problem with restraints and has already voluntarily placed limits on hte use of restraints on pregnant inmates in state prisons. This should be formalized and applied to local and regional facilities.
Shackling of pregnant women is a health risk to both the inmate and fetus. Successful birthing requires the freedom of movement, especially if emergency procedures are necessary. Also, states that have restrictions have not documented problems with escapes or attacks.
