State oversight and approval is need to ensure gifted programs continue in each county along with funding. A multi-year plan allows for planned growth and not just a 1-year agenda.  Do not leave gifted programs to the mercy of local funding and wrong agendas.

My observation over the past 5 years is that children are held back more and more for "no child left behind"; gifted programs, especially governor schools, are needed to provide a way for gifted and advanced students to have an opportunity to excel!  Keep state oversight in place.
