The proposed revisions to Regulations Governing Gifted Programs in Virginia weaken rather than strengthen county gifted programs. This proposal puts into question gifted funding as well as state support for local plans, and requires annual review rather than the current 5-year implementation. It is a disservice to our students to rely on local school boards, whose members have little if any educational background in gifted education, for clear understanding and approval of an annual plan. Having state approval is essential to ensuring that none of our children are "left behind".
