Material omissions from absentee ballots.
 

I fail to see any legal purpose of the proposed regulation.  There is no evidence of voter significant voter fraud in the Commonwealth. The apparent purpose is to disenfranchise elderly or uneducated voters. The proposed regulations should be withdrawn forthwith.
