Proposed Regulation Section 8VAC20-40-60:  Bedford's school administration and school board would continue to approve our local plan.  Previously this has occurred prior to forwarding it to VDOE.  Having oversight by the VDOE has been positive.    I would like the VDOE to continue to be involved.  The peer review component  is an excellent means for division representatives to participate in professional dialogue.  It allows a thorough review of plans from across the commonwealth.  From the peer review, representatives are able to determine strengths and weakness in their own plans, and act accordingly.  

Proposed Regulation Section 8VAC20-30-70:  Funding (Repealed)  The words are eliminated here because of they can be found in the Virginia Administrative Code (law).  The law is that funding must be used for gifted programs.  It is better to over communicate than under communicate this section.  All regulations must be written clearly and concisely for effective communication to occur.
