Do not accept new proposals
 

I have seen first hand the incredible amount of tax, teacher and staff rescources devoted to children who require speacial instruction in order for them to not be "left behind".  I find that it is unjustified that the children at the other end of specturm are supplied only one teacher per 1000 students. That we would allow school boards , many which are comprised of people who have limited knowledge of gifted education, to decide upon the need of gifted rescources and teachers would be a grave mistake. Providing for the students who are "gifted"  will benefit the student body at large.

I therefore think that each school division should submit a five year plan to the Department of Education and that state funds allocated  for the education of gifted students be used only to support those activites identified  in the school divisions plan as apporved by the Board of Education.
