Inclusion of "intimate partner abuse;" Clarification of applicability.

It may be the intent of the authors of this rule to limit this regulation strictly to sexual violence and to keep the definition narrow.  However, intimate partner abuse, whether violent or not, is intrapsychically very damaging and the client/patient is just as vulnerable in a therapy relationship.  If the intent of this petition is to apply only to clinicians who are currently/recently treating survivors of sexual violence for those issues, then I would not suggest further clarficiation.  However, if this is to broadly apply, even if the clinican was not treating the patient for these issues, other clarification might be needed as suggested below.

Increase the time limit for romantic or sexual relationships with patients from two years after termination to indefinite when the patient has ever been a victim of rape, incest, intimate partner abuse or sexual abuse even if these issues were never a focus of treatment.
