I think it will be problematic in long term. If Pesticide Control Board exempts cotton boll weevil trappers working under the auspices of the Virginia Department of Agriculture and Consumer Services there will be no supervision on them. Supervision is the most important factor in making sure that a particular department or company is following the concerned rules. This can result in many other issues like not following the least important rules which are also important for a country. There must be a degree of supervision on them.
