I can understand the petitioners request to remove requirments for certification however that makes about as much since as removing the requirment for a drivers license.
Some method must be kept in place to train and tract applicators of any pesticide to be applied to any public or private property where humans may enter or potentioal contamination of waterways and or property exist.
