Parental consent should be necessary for all changes made to the IEP.  Parents understand their children's needs better than anyone and are, in many cases, their child's only true advocate. To take away parental consent gives entirely too much control to the school and dimishes the role of the parent--which begs the question, to whom does the child belong?
