Require all VDOE training sessions for special-education hearing officers to be open to the public

I favor adding a provision to the Regulations Governing Special Education Programs for Children with Disabilities in Virginia that would require all training sessions for special-education hearing officers conducted by or sponsored by the Virginia Department of Education to be open to the public.

This change would promote openness and accountability, especially in the event that VDOE's Office of Dispute Resolution and Administrative Services destroys videotapes of these training sessions, as has been its practice.

I appreciate the opportunity to post this recommendation online.
