6VAC20-171-375 Basic handgun training, section B. Shotgun
 

The purposed shotgun course using the slang/shotgun and handgun conversion is more advanced than the necessary requirements for basic shotgun. This should be a separate Advanced Shotgun Course offered with a prerequisties of the basic shotgun training. It should be required for security officers  working high-risk positions such as the nuclear power plants or other vulnerable positions who may have cause to utilize them more readily, Therefore, it would be benificial to have the skills of conversion and ability to fire both simultaneously. This skill level is equivalent to a crisis response team or swat team level in the public law enforcement which is an advanced training standared.

The basis armed security officer working a post normally would not have need for the shotgun therefore, it sould not be required to be carried with a slang. A hue-n-cry would be raised from the citizenry of this state for an unnecessary display of force if they saw security officers walking their properties with shotguns straped to them. The public law enforcement officers would be called to check on a "man with a gun walking the area." It will create more difficulties than is necessary for all parties involved.

The public finds the carrying of shotguns in or along public streets and areas frequented by the public offensive. They have an objection to public law enforcement officers, who have much more training with these weapons than security officers, wearing slangs and walking in public view. They object to them carrying the shotgun in plan view; as a result , shotguns are carried in the trunks of the patrol vehicles and are only brought out in a time of public danger or disturbance.     

Since basis armed security officers would not be in positions to utilize these weapons walking the area with the slang on the weapon, they should be trained at the basis level of how to use a shotgun. As an instructor, I believe the basic training should be a class where they are given the safety and proper use of the shotgun. They then should be required to fire a 10 rd. course using slugs instead of buckshot.  The course of fire should be five rounds at the 15 yd. line and five rounds at the 25 yd. line. At both positions the student would combat load one and tube load four. They would then fire three rds. from a standing position and two from a kneeling position. A minimum of 8 hits in the target would be needed to qualify. This would be a more effective course of fire than the current one as it requires more competency and accuracy than shooting buckshot. It would also be an easier target to score.

Officers could be allowed to carry buckshot if they or their company wanted as it is much more dificult to hit a target with slugs than it is with buckshot. If they could competently use a slug they would be able to strike the target with buckshot.
