Concealed Carry Permit Firearms not allowed in Va State Parks?

If a person posseses a permit to carry a weapon concealed in the Commonwealth of Va., on her highways and in her towns why would they not be able to carry it in a Virginia State Park? What would be the reasoning behind a person thinking that one would not be able to carry this weapon in a State Park? I think there may be a point where such regulations cause confusion for citizens as well as Law Enforcement. Maybe when Legislators run across laws they just don't like they tend to run interference,  just because they can. A law is meant to serve a purpose and that purpose has spirit and intent that should define how it is enforced. Why would a government regulate against the spirit and intent of its own law? A two year old can stomp their feet and yell for no good reason. If they never really grow up they are forced to regulate.
