Enabling concealed handgun permit holders to carry in Virginia State Forests will improve their ability to defend themselves and others in the event it becomes necessary.  Therefore, I support the rule change to allow this.  However, open carry is legal in Virginia and it should not be against regulations to carry openly in any forest in this state.
