The proposed rule change is a step in the right direction.  The ban on carrying concealed weapons in State Forests was unsafe and unconstitutional.  People who do not have concealed carry permits, or for other reasons wish to carry openly, as is legal in the rest of Virginia,  should also be permitted to carry.  The need is the same as for those who conceal carry.  Please, allow lawful open carry.
