While I support the rule as written, an amendment to allow citizens to open carry in state forests must be added. There are times when concealed carry is not the preferred method of carry or not possible. No law abiding Virginian should have to leave their firearm in their vehicle just because the clothing they happen to be wearing does not allow for concealed carry. Please add an open carry provision to the final rule.
