Open carry by law abiding citizens should be allowed in all areas, as the very sight of an individual carrying a sidearm will discourage a criminal from plying his trade. Other law abiding citizens should take comfort from the proximity of an armed citizen, since in most cases law enforcement.park rangers cannot be everywhere at once.

Anyone who is afraid of a person carrying a sidearm would also be afraid of a policeman or ranger with a gun, and the fact that a uniform accompanies the gun should be little solice, since many plain clothes policemen and undercover agents also carry sidearms.

Brandishing or carrying in a threatening manner should be a separate issue, addressed with separate legislation/rules.
