This regulation will help the Commonwealth by making our institutions of higher learning more competitive with our peers, with whom we compete for top talent.  It will do so at no cost to taxpayers, as the employee picks up the cost of the added coverage.  It is also fair, humane, and family-friendly.  In these difficult economic times, governments are faced with many difficult choices, but implimenting this regulation shouldn't be on of them.  It's a smart move and Governor Kaine should be applauded for proposing it.
