This proposal is all positive with no negatives.  It wouldn't cost the state or the agencies anything - the employee would pay for the additional insurance coverage as they do now for adding a spouse or child.  The insurance companies would be thrilled to have additional customers and profits.  And by increasing the number of people in the state's health insurance group, Virginia might actually receive larger premium discounts from the insurance companies, saving us all some money.
