Just wanted to mention that this proposal just lifts restrictions for age - right now, you can insure your immediate family until your children reach 23 or are incapacitated.
I have seen it mentioned on this forum that the Governor whould concentrate on creating jobs where the people who are covered can work and get insurance coverage of their own, which is far from the point of what to do once your child turns 23 and still lives with in your home as an underemployed first timer (not every job offers benefits - many people take what they can get on a hourly basis and have no benefits, hoping to be promoted down the road) or is not "incapacitated enough" to qualify (Autism, Touettes, and MS come to mind), or your elder parent has a stroke and suddenly needs additional help you cannot afford to pay out of pocket. If you are willing to go into the hole an additional $600 a month from your paycheck, you can be assured that your family will have a doctor without them having to pay the $1000 a month the individual plans cost those who are not affiliated with the state, fed, or corporations like AOL.
