Horns are only for use as a warning device
 

Most auto manufacturers leave the default setting for the keyless entry systems to their newer model cars set to sound the horn upon entry and exit.

Given that the Code of Virginia specifies that auto horns are to be used solely as a warning device, the use of horns to announce entry or exit from a vehicle is an improper use.

By ensuring that the keyless entry system is set to the silent mode during auto inspections, the unwarranted sounding of horns marking the entry and exit from vehicles would be minimized, This action would likely provide the collateral benefit of restoring the value of horns as a warning device, given that hundreds of false warnings would no longer be heard by the citizens.

The current situation could be likened to the story, The Boy Who Cried Wolf. Citizens will begin to ignore the horns as background noise and the use of horns as a useful warning device will be greatly diminished, without this rule change.
