What does a chip from a car horn when you lock a door have to do with safe operation of a vehicle?  The express purpose of vehicle inspections is to ensure that the vehicle is safe to operate on the highway, not to create a bigger government that try’s to regulate all types of behavior.

If the chirping disturbs the peace, violates a noise ordinance or other law then handle the violation through the proper channels/charges.  The proposed modification of the inspection regulations reaches outside thier purpose and should not be adopted!
