Purpose of the meeting
A public hearing to receive comment on a draft Virginia Pollutant Discharge Elimination System Permit for Virginia Electric and Power Company Chesterfield Power Station. Virginia Electric and Power Company has applied for reissuance of a permit for the Dominion Chesterfield Power Station. The applicant proposes to release cooling water, treated industrial wastewater and stormwater at a combined rate of 1,075 million gallons per day from five outfalls into state waters. The reissuance addresses additional industrial wastewater and stormwater discharges associated with the closure of the facility's ash ponds pursuant to a 2015 U.S. Environmental Protection Agency (EPA) Final Rule that regulates the disposal of coal combustion residuals (CCR). The facility proposes to release the cooling water, treated industrial wastewater and stormwater into the James River and Farrar Gut in Chesterfield County in the James River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following parameters to amounts that protect water quality: Flow, pH, Total Suspended Solids, Total Residual Chlorine, Total Recoverable Copper, Heat Rejected, Total Recoverable Iron, Ammonia as N, Total Organic Carbon, Chloride, Total Recoverable Nickel, Total Recoverable Thallium, Total Recoverable Zinc, Total Recoverable Arsenic, Total Recoverable Mercury, Total Petroleum Hydrocarbons, Nitrate/Nitrite as N, Total Recoverable Selenium, Oil and Grease, and Chronic Toxicity. The permit will monitor the following parameters: Flow, pH, Dissolved Oxygen, Temperature, Total Recoverable Copper, Total Petroleum Hydrocarbons, and Heptachlor. The permit will limit the following parameters associated with the closure of the facility’s ash ponds: Flow, pH, Total Suspended Solids, Total Residual Chlorine, Total Recoverable Copper, Dissolved Chromium VI, Total Organic Carbon, Chloride, Total Recoverable Nickel, Total Recoverable Silver, Total Recoverable Thallium, Total Recoverable Zinc, Total Recoverable Cadmium, Total Recoverable Arsenic, Total Recoverable Chromium III, Total Recoverable Lead, Total Recoverable Mercury, Total Recoverable Selenium, Oil and Grease, Acute Toxicity, Chronic Toxicity, and Total Recoverable Antimony. The permit will monitor the following parameters associated with the closure of the facility’s ash ponds: Dissolved Oxygen, Total Recoverable Molybdenum, Total Hardness, Total Recoverable Barium, Total Recoverable Cobalt, Total Petroleum Hydrocarbons, Total Recoverable Iron, Total Recoverable Boron, Total Recoverable Vanadium, Total Recoverable Aluminum, and Total Recoverable Beryllium. The permit includes requirements for cooling water intake structures. The discharge is subject to thermal effluent limitations, as required under Section 301 of the Clean Water Act. A request to continue less stringent thermal effluent limitations has been made and is incorporated in to the proposed permit, as allowed by the Law and Section 316(a) of the Act. The facility is subject to the requirements of 9VAC25-820 and has registered for coverage under the General VPDES Watershed Permit Regulation for Total Nitrogen and Total Phosphorus Discharges and Nutrient Trading in the Chesapeake Bay Watershed in Virginia. The public comment period begins on June 6, 2016 and ends on July 21, 2016.
