| Purpose of the meeting A public hearing to receive comment on a draft permit modification for the Dominion Chesapeake Energy Center VPDES permit. The modification addresses closure of the facility and also addresses additional industrial wastewater and stormwater discharges associated with the closure of the facility’s ash pond pursuant to a 2015 U.S. Environmental Protection Agency (EPA) final Rule that will regulate the disposal of coal combustion residuals (CCR) as solid waste under subtitle D of the Resource Conservation and Recovery Act. The facility proposes to release the treated industrial wastewater and stormwater to Deep Creek and the Southern Branch of the Elizabeth River in the City of Chesapeake in the Lower James River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will monitor and/or limit the following pollutants to amounts that protect water quality: pH, oil and grease, total suspended solids, total phosphorus, nitrate+nitrite, total kjeldahl nitrogen, total nitrogen, total recoverable and/or dissolved metals as follows: aluminum, antimony, arsenic, barium, beryllium, boron, cadmium, chromium VI, cobalt, copper, iron, lead, mercury, molybdenum, nickel, selenium, silver, thallium, vanadium and zinc. Total petroleum hydrocarbons, and acute and chronic toxicity. Staff will be available to answer questions during an informational briefing prior to the hearing held at the Chesapeake City Council Chamber in Chesapeake, Virginia on July 7, 2016 from 6:00 p.m. to 6:45 p.m. | |
