Purpose of the meeting
A public hearing on a draft prevention of significant deterioration permit amendment for the Southampton Power Station located in Franklin, Virginia. Virginia Electric & Power Company has applied for an amendment of their permit which modified the Southampton Power Station from a coal-fired electric generating facility to a biomass-fired facility. The significant amendment results from requested changes to the permits since the magnitude of biomass fuel variability (i.e., both moisture content and species mix) is greater than was anticipated. One of the requested changes is to expand the use of No. 2 fuel oil from startup only to use during startup, shutdown, and during regular operation for flame stabilization. The facility is classified as a major source of air pollution and is located at 30134 General Thomas Highway in Franklin, Virginia. The 2012 project was subject to major new source review for carbon monoxide, for which there is no increment. The maximum annual emissions of air pollutants from the facility are not changing and are: 115.3 tons/yr of particulate matter; 102.9 tons/yr of PM-10; 98.0 tons/yr of PM-2.5; 42.7 tons/yr of sulfur dioxide; 43.0 tons/yr of volatile organic compounds; 413.9 tons/yr of nitrogen oxides; and 917.7 tons/yr of carbon monoxide. There is no change to the technologies used to control the air pollution from the facility which are fabric filters, flue gas desulfurization, selective non-catalytic reduction, staged combustion, and continuous fuel feed. No adverse impact on air quality near the facility is expected from the proposed project. DEQ accepts comments and requests for Board consideration by hand-delivery, e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for Board consideration must also include: 1) The reason why Board consideration is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Board consideration may be granted if public response is significant, based on individual requests for Board consideration, and there are substantial, disputed issues relevant to the permit. The public may review the draft permit and application at the DEQ office named above or may request copies of the documents from the contact person listed above. The draft permit is also available on the DEQ website at www.deq.virginia.gov. The public comment period begins on February 27, 2015 and ends on April 14, 2015.
