Purpose of the meeting A public hearing to receive comments on a draft permit and variances for The East End Landfill located in Henrico County. The East End Landfill, LLC has applied for a modification to the permit that allows The East End Landfill to operate an existing landfill. The modification to the permit would allow the construction and operation of two new disposal units with a geosynthetic liner system (Cells V and VI, totaling 6.8 acres) for construction, demolition and debris waste. The waste intake rate is being increased to a maximum of 900 tons per day to 3,500 tons per day. The groundwater monitoring plan is being amended to address Cells V and VI. The applicant has also asked for two exceptions to the requirements of the regulations for this permit. The applicant requests an exception to the requirements of 9 VAC 20-80-260, 9 VAC20-80-700.D.4 and 9 VAC 20-80-700.D.5 to allow the acceptance of non-hazardous petroleum-contaminated soil having a TPH less than 500 mg/kg and BTEX less than 10 mg/kg. Additionally, the applicant requests a variance to the requirements of 9 VAC 20-80-260 to allow the acceptance of non-hazardous contaminated soil within the acceptable levels for an industrial land use pursuant to the Virginia Voluntary Remediation Program regulation. The DEQ director has decided tentatively to approve the request to grant these variances. DEQ accepts comments by e-mail, fax or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the comment period. DEQ also accepts written and oral comments at public hearings. The public may review the draft permit and application at the DEQ office named below. The comment period ends on October 20, 2009.
