Purpose of the meeting
PURPOSE OF PUBLIC MEETING: For DEQ to discuss technical issues related to the permit application submitted by Recyc Systems, Inc. of Remington, VA to apply treated biosolids in Lancaster County, VA. “Biosolids” is a term that refers to solid, semisolid, or liquid materials removed from municipal sewage and treated to be suitable for recycling as fertilizer. PUBLIC COMMENT PERIOD: July 22, 2009 through August 24, 2009. PROPOSED PERMIT NAME: Virginia Pollution Abatement Permit for Recyc Systems, Inc.-Lancaster County issued by DEQ, under the authority of the State Water Control Board. PROJECT DESCRIPTION: Recyc Systems, Inc. has applied for a permit to authorize the land application of biosolids to 78 fields in Lancaster County, Va. totaling approximately 2000.5 acres of farmland. One of the fields is owned by B. B. Courtney and Selma Foster; 6 of the fields are owned by John A. Chilton; 1 of the fields is owned by Doris Gill; 2 of the fields are owned by James Kenner et ux; 4 of the fields are owned by L. Meade Conley; 1 of the fields is owned by Virginia Conley; 2 of the fields are owned by Michael O. Dunn; 7 of the fields are owned by David E. Evans et ux; 5 of the fields are owned by Gene A. Forrester; 2 of the fields are owned by Little Centerview Farms, Inc.; 2 of the fields are owned by Gene A. Forrester et al; 2 of the fields are owned by Ronald D. Forrester; 4 of the fields are owned by Holyoke Farms, Inc.; 3 of the fields are owned by Cindy F. Stock; 5 of the fields are owned by Ira T. Haynie; 7 of the fields are owned by Betty L. Hinton et al; 4 of the fields are owned by Dale S. Hudnall est; 6 of the fields are owned by David A. Hudnall; 2 of the fields are owned by David A. Towles, Sr. The biosolids will be land applied as a fertilizer at a controlled rate in accordance with a nutrient management plan that will be developed for each site. The applicant proposes to utilize biosolids on farmland without a discharge to surface waters. HOW TO COMMENT: DEQ accepts written comments by e-mail, fax or postal mail. All comments must be in writing and be received by DEQ during the comment period of July 22, 2009, through August 24, 2009. Written comments must include: 1) The names, mailing addresses and telephone numbers of the person commenting and of all people represented by the citizen; and 2) A brief, informal statement on how the proposal affects the person commenting. DEQ will also accept written and oral comments at the public meeting. The public may review the permit application at the public meeting and at the DEQ-Piedmont Regional Office, 4949-A Cox Road, Glen Allen, VA 23060.
