| Purpose of the meeting A public hearing to receive comment on a draft permit to allow the land application of biosolids in Goochland County. Nutri-Blend, Inc. has applied for a permit to authorize the land application of biosolids to 57 fields in Goochland County, Va., totaling approximately 1555.6 acres of farmland. Thirty of the fields are owned by Paul Lanier; 1 of the fields is owned by A. B. Commercial; 1 of the fields is owned by Wendell Flynn; 3 of the fields are owned by Herbert Pickle; 5 of the fields are owned by Richard Pruitt; 9 of the fields are owned by Mary Ellen Pryor; 6 of the fields are owned by Alfred Pryor, Jr.; 1 of the fields is owned by Ernest Pryor; and 1 of the fields is owned by Andrew Pryor. The biosolids will be land applied as a fertilizer at a controlled rate in accordance with a nutrient management plan that will be developed for each site. The applicant proposes to utilize biosolids on farmland without a discharge to surface waters. DEQ’s preliminary decision is to issue the permit. The public comment period begins on July 2, 2009 and ends on August 21, 2009. | |
