After reading the impact statement on the prosposed fee increases for CIC registration, I am  startled to learn that only 4K of an estimated 24K communities even bother to register.

Why isn't an effort being made to bring these communities into compliance with existing
regulations? You appear to not only have completely failed at your task to register all of the appropriate CIC's, but now want the complying 4K to shoulder an additional burden annually to fund your projects.

Find a way to bring the 20K into compliance. Don't take the easy way out by dumping the financial burden on those who have made you job easy by registering and paying.

I'm going to recommend to our BOD to discontinue filing and paying further fees until you have brought most of the CIC's into compliance.

Maybe when all of the CIC's stop registering and paying the annual fees, you will take action to bring everyone into compliance.
