DMEE should consider oversight of the wind energy resources of the Commonwealth as w/in it's purview.

JMU's Wind Energy Center has published maps which identify potential production regions, which have potential economic impact exceeding even minerals in the catalogue of Virginia's resources.

Local ordinances and regulatory process which suppress landowners vested rights should be carefuly considered under Dillon. Future regulatory frameworks should acknowledge the strategic importance of wind energy. and other the private investments in carbon free power production.
