As a 7 room bed and breakfast, it was a very painful experience having to go all the way up the food chain to receive a "variance" to continue business as a bed and breakfast and not a hotel.  Thank goodness something sensible has come along.  With unregulated and unlicensed properties operating under "AirBnB" and the like, over regulating businesses that carry insurance, undergo health inspections and collect state tax, is punishing those who obey the law.
